My personal comment on this article is very unrealistic, undemocratic process introduce in the government which is not at all good for country for the long run. It seems to me that the idea is only base on the present circumstances. So far we know the best way to run the government is democratic process. Any committee or board members, without elected by the people should not have that kind of power over the elected Member of Parliament. People power is control in the hand of selected member of committee not at all acceptable. (We have parliament accountable to royal member of committee rather than people of the country). Rule of law implemented strictly, than we do not need all committee and if law is not implemented no committee would any help to improve good government.
I suggestion head of government (PM) can not hold the position as party chief simultaneously. When he/she become Prime Minister has to resign from the party chief. Party would elect new chief for party and balance power between PM and Party Chief. One person can not hold prime minister for more than two terms.
