Army chief Gen Moeen U Ahmed said the constitution should be reviewed through a "constitution commission" for preparing new laws and mechanisms to ensure accountability and effective governance.” relevant new laws" and ensure "horizontal accountability."
"Citizens of Bangladesh are seriously thinking that we need to review our constitution as per the requirements of the day," the army chief attacked the past political governments saying Bangladesh has never had "real democracy" in the last 35 years.
"...Democracy is certainly not having only elected government and depriving its people," he said.
Moeen also noted that NGOs need to be more tightly regulated. The NGOs have no accountability; he said adding that he believes they spend 40 percent of their budget on themselves rather than the organization and its beneficiaries.
Moeen said, "Let me assure you, the military is not getting involved in any of the national matters. The decision is being made by the government. However, once they take their decision we try our level best to see that the decisions are executed."

Such good sprit of patriotism, public see time to time patriot general who come to rescue people from evil hand (Gen Zia, Gen Ershad). However, no patriot generals ever review their own budget accountability to public. Nor it is discussed in the parliament or public.Do we have right to know what percentage of national budget spends on army? It is also time to reviews worth of keeping large Army Forces in poor country like Bangladesh. Do we really need army forces in our country in such a large scale? Can we use our forces in other productive sector? Our so called intellectuals and politician are afraid of speak out the true about requirement of our army forces. I hope our patriot general will consideration reforms their own issue of accountability rather involving in any of national matters like constitution. He said news laws and mechanisms to ensure accountability and effective governance. General should strict to limit to his own issues instead involve in national matters. We citizens of Bangladesh are seriously thinking that we need changes in all sectors that ensure to build corruptions free prosperous nation.

“Army Chief General Moeen U Ahmed yesterday said an evil force wanted to destabilise the situation of the country but its design was foiled.”

"An evil force taking the cue of a trifle incident on the Dhaka University campus on August 20 wanted to create anarchy in the country. Within 24 hours, they poured in crores of taka to instigate vandalism on the street."

"But the design could not succeed as we were vigilant. Their plan to destabilise the situation and undermine the government has been foiled," said Gen Moeen justifying the imposition of curfew on Wednesday night in Dhaka and five other cities.”

“The intelligence agencies are investigating to find out the evil force engaged in creating anarchy and undermining the image of the government, he added.”

The trifle incident causes vandalism, destroys public properties, and wanted to destabilize of your so-called army back government. It cannot say trifling incident any more. You should bring provocateur of trifling incident under public trail. Do not blame whole nation and political parties and politic in Bangladesh for undermining the image of the government like previous government. Previous government also introduce tactic of avoiding trail by blaming incident as political conspiracy. Who is evil force? During general Ayub Khan period, all public demonstration, he found evil force was India’s conspirator's act but later when he was out of power, he realized/learned that the evil force that he addressed were none but own patriot countrymen (Bengali people) who fight for their basis right and democracy and fight for economic prosperities for country. While in power, most of us do not realize who evil or good force is. Specially, for non-political person who are not well connected with public. While in power, anything against me is conspiracy and evil act, and all favor are good. We do not tolerate or listening our own criticism. Self-criticism can help to bring government to public. Public are not evil force for the country. Public draw government mistake by demonstration because we the government do not listen them until public demonstrates. If government listen no demonstration will lead to vandalism, hartal, destroy public properties. If you analyze history since 1952, 1969, 1971, 1991, 2007 no government listen to public. Is that tradition, government should not listen to public? Only fair and civilize government can stop public demonstration by paying attention of public concerns. No, civilize nation like to see army back caretaker government running the country under emergency for longer period. We are independent country, public like to see their elect people run government. Please find the root cause of dissatisfaction with your present government, analyses what is wrong doing by the present government that public is so angry. If you are really want to see common people interest, do not blame like past BNP government. Find out the cause within yourselves and the government. Public dissatisfaction comes from the government act and action not from conspirator.

But what about the DU incident? If we observe the incident with a little concentration, it will be clear that 3 days movement has two part.
1. 1st two days(until their demand met)
2. last one day (after their demand met)
1st two days movement or dissatisfaction was real or spontaneous but what will you say about last day movement? Is this from government act or conspiration? Certainly it was conspiration. But it is the great regrate that some intellectual trying to continue their propaganda as part of consequence of that conspiration. This propaganda is more intentional than reality.

Who provoked the incident? My point is conspirators never ever able to organize public movement. They may only use the opportunity of situation. So who is responsible for the incident? Who help to create opportunity for the co-called conspirators if any? Non-political government/public support less government usually found any public movement linking towards conspiracy theory. All public movement, authority tried to link to conspiracy theory like language movement, Independent movement, and even in recent movement 1/11. (If you read recent news paper before 1/11 previous government always blaming conspirators undermining the image of the government) This is common language of authoritarian government. We do not expect such behaviors from caretaker government; what we want from them that find the root cause of dissatisfaction. Analyses what is wrongdoing by authority that could not handle public angry quickly. Do not blame blindly without full inquiry of the cause? It is government responsibility to maintain law and order in the country. Safety of public property and life is primary responsibility of government and failure to do so is not reduce responsibility. Our authoritarian government trying to fooling public by creating conspiracy theory and undermine the government image by the conspirators. This practice has to stop.

My objection is here. How are you be confirmed that it was a public movement? I know public has dissatisfaction regarding price hike. But still now it is not in a position of big movement. The reason is there are some other stabilizing factor(decreasing, corruption, law and order and specially their effort to control the price hike etc). We, the public know the difference between this government and others government that this government confess the price hike problem and try to control it but other government completely denied the price hike problem.

Now just observe the student movement(1st two days) . Being a DU student i know the ego of du students. When i come to know that an army insulted one of my classmate , it also made me ready for protest. Here there is no reaction related to price hike.
After our demand met all general student became calm but Some of our teacher became so patriotic that the started to use their driver and car to announce that nobody will leave the hall.---lol

Our bad luck is that nation got some this type patriot(actually Gyan Papi).

Dear Mr. Observer,
I am not talking about public movement. Please see statement of our Army chief which I quoted in the forum. Language of our authority tried to found evil force act and undermining the image of government etc. Public anger may occur in trifle incident. This is normal matter while running government. My question how to handle this type of incident by civilizes government.
There is public anger occur in the city. How civilize government authority handle the situation see statement of chief executive of city “I am not interested in finger pointing. I simply want to fix what is broken, and that’s why we have spent a lot of time over the last 10 days trying to account for these failures.”
I am not question about who patriot and un-patriot. Tradition of authoritarian government always tries to switch facts.

Its really a bad idea , when someone stand against the Corruption or raise the voice against that EVIL.

Some people (?) start finding that person's weakness rather looking at that pointed issues so stop his great effort.

Why don't we took the good things only. If we have patriotism we must took that part.

Its time to fix ourself.

Self-criticism helps to make ourselves good person. It is one of the best ways of learning yourselves. Learn how to listening people and evaluate ourselves. Do not bring patriotism in all tiny issues. See our tendency, when news published about BanglaBhai, Bangladesh is a good place of hub of terrorist. Judge with fake certificate, etc, our government found evil people trying to destroy image of government. Government tried to prove these people are un-patriotic and undermining image of good government. However, now we know BanglaBhai is fact; Bomb blasted in 64 districts is fact. Even our Court issued contempt of court for publisher but now found fake judge is fact. Did our previous government ever tried to account of these failures. Simple answer is no. We do not want CT government use previous government tactic make public fool. Before in this forum I urged CT government to control your general, otherwise you are in big trouble. We do not want to see this government failure. Mr. Azad you cannot be patriot unless you concern about your government and try to bring notice to the government (you love Bangladesh and its government) if any action seem to wrong in your judgment. All your judgment may not be right but let them know you concern. They will evaluate and find what is good for all. Do not try to stop people concern by accusing of patriotism slogan. In my consideration, people who tell and warned us (government) that hub place of terrorist, judicial system collapsing by appointing fake judges etc. is more patriot than we who does only praised government whatever action takes.

Mr. Mumith,
I agree that self criticism is useful. But you are making a wrong comparison with present government and previous government in this case(Bangla bai, Judge etc.) . Previous government accuses those person's remark(voice against terrorism, fake certificate) as baseless and an attempt to defame our national image. But most of the people did not think so. In the other case some remark against government related to du incident are intentional and political motivated. Most of the people now think so. The problem is here -- previous government used the term "Birodi doler choktranto"( conspiration by opposition) so badly that now when it is going to be used in right circumstance, it is making somebody doubtful.
It is something like that "eating some fresh food makes the problm of digest as we are in a habit of eating bad food"

Do not you believe it is government responsibility to bring people trust on them? What they do for that incident? Why it took long time to bring under control? Do they try to account for those failures? However, does not blame (use languages) like all previous authoritarian governments? I mentioned again, please stop this type of culture. Do your job to find the cause of incidents and its failures. Take step how to prevent vandalism in the futures.

As we have seen our previous times in Bangladesh that Gen. Zia and Ershad came to power saying to develop the country and to free from corruption. Later gen. Ershad became the most corrupt ones. It is not their duty to poke their nose in the country's politics because they are the servent of the country.

Now we see that in the name of caretaker govt. Gen. Moeen is ruling the country and establishing Army in all key administration like Foreign Embasies, Govt organisations, Sea port, Air ports, Hospitals, Anti Corruption Commission, BTRC, Desa, City corporation etc and they are being Defence force and govt servent doing bussiness like Hotel ( Radison), Office ( Sena kolyan Sonstha), Colleges, University so on. This is to enjoy power and previleges of the civil admin as well as military even after retirement from the Military. This is one kind of militarilisation in the name of helping civil admin.
